The <a title=\"Armed Forces Security Agency\" href=\"http:\/\/en.wikipedia.org\/wiki\/Armed_Forces_Security_Agency\">Armed Forces Security Agency<\/a> <a title=\"http:\/\/www.nsa.gov\/publications\/publi00015.cfm\" class=\"external text\" href=\"http:\/\/www.nsa.gov\/publications\/publi00015.cfm\">(AFSA)<\/a> and its successor <a title=\"National Security Agency\" href=\"http:\/\/en.wikipedia.org\/wiki\/National_Security_Agency\">NSA<\/a> were given direct access to daily <a title=\"Microfilm\" href=\"http:\/\/en.wikipedia.org\/wiki\/Microfilm\">microfilm<\/a> copies of all incoming, outgoing, and transiting telegraphs via the <a title=\"Western Union\" href=\"http:\/\/en.wikipedia.org\/wiki\/Western_Union\">Western Union<\/a> and its associates <a title=\"RCA\" href=\"http:\/\/en.wikipedia.org\/wiki\/RCA\">RCA<\/a> and <a title=\"ITT\" href=\"http:\/\/en.wikipedia.org\/wiki\/ITT\">ITT<\/a>. Operation Shamrock lasted well into the 1960s when computerized operations (<a title=\"Harvest (computer)\" href=\"http:\/\/en.wikipedia.org\/wiki\/Harvest_%28computer%29\">HARVEST<\/a>) made it possible to search for keywords rather than read through all communications.<\/p>\n<p>Project SHAMROCK became so successful that in 1966 the NSA and <a title=\"Central Intelligence Agency\" href=\"http:\/\/en.wikipedia.org\/wiki\/Central_Intelligence_Agency\">CIA<\/a> set up a front company in <a title=\"Lower Manhattan\" href=\"http:\/\/en.wikipedia.org\/wiki\/Lower_Manhattan\">Lower Manhattan<\/a> (where the offices of the telegraph companies were located) under the codename LPMEDLEY. At the height of Project SHAMROCK, 150,000 messages a month were printed and analyzed by NSA agents. In May 1975 however, congressional critics began to investigate and expose the program. As a result, NSA director <a title=\"Lew Allen\" href=\"http:\/\/en.wikipedia.org\/wiki\/Lew_Allen\">Lew Allen<\/a> terminated it. The testimony of both the representatives from the cable companies and of director Allen at the hearings prompted <a title=\"United States Senate Select Committee on Intelligence\" href=\"http:\/\/en.wikipedia.org\/wiki\/United_States_Senate_Select_Committee_on_Intelligence\">Senate Intelligence Committee<\/a> chairman Sen. <a title=\"Frank Church\" href=\"http:\/\/en.wikipedia.org\/wiki\/Frank_Church\">Frank Church<\/a> to conclude that Project SHAMROCK was \u201c<em>probably the largest government interception program affecting Americans ever undertaken.&#8221;<\/em><\/p>\n<p>One result of these investigations was the creation of the <a title=\"Foreign Intelligence Surveillance Act\" href=\"http:\/\/en.wikipedia.org\/wiki\/Foreign_Intelligence_Surveillance_Act\">Foreign Intelligence Surveillance Act<\/a> (FISA) which limited the powers of the NSA and put in place a process of warrants and judicial review.<br \/>\n&#8220;Operation Shamrock&#8221; was also the name of a plan to bring chidren to <a title=\"Ireland\" href=\"http:\/\/en.wikipedia.org\/wiki\/Ireland\">Ireland<\/a> from post <a title=\"World War II\" href=\"http:\/\/en.wikipedia.org\/wiki\/World_War_II\">World War II<\/a> <a title=\"Germany\" href=\"http:\/\/en.wikipedia.org\/wiki\/Germany\">Germany<\/a><\/p>\n<ul>\n<li><a title=\"http:\/\/fly.hiwaay.net\/~pspoole\/echelon.html\" class=\"external text\" href=\"http:\/\/fly.hiwaay.net\/%7Epspoole\/echelon.html\">ECHELON: America&#8217;s Secret Global Surveillance Network<\/a><\/li>\n<li><a title=\"http:\/\/www.mindcontrolforums.com\/pro-freedom.co.uk\/echelon_2.html\" class=\"external text\" href=\"http:\/\/www.mindcontrolforums.com\/pro-freedom.co.uk\/echelon_2.html\">The NSA&#8217;s Global Spying Network | by By Patrick S.
